一、項目概況
i. project overview
1.1項目背景
深入貫徹落實黨中央、國務院關于推進城中村改造的重要決策部署以及市委、市政府的工作要求，根據廣州市城中村改造建設指揮部《關于開展廣州市城中村改造綜合設計競賽助推城市品質提升的工作方案》及《廣州市城中村改造綜合設計競賽市級優選工作細則（征求意見稿）》，擬定越秀區瑤臺村城中村改造綜合設計競賽工作方案。
1.1 project background
in order to thoroughly implement the party central committee’s and the state council’s important directives on advancing urban village regeneration, as well as the municipal committee’s and municipal government’s related requirements, and following theplan on launching a comprehensive design competition for urban village reconstruction in guangzhou to boost urban quality improvementand theguangzhou city village renovation comprehensive design competition municipal selection rules (draft for comments),thework plan for the comprehensive design competition for the renovation of yaotai village in yuexiu districthas been drafted.
1.2設計任務
本次競賽兩個層次展開，一是總體設計，二是詳細設計。
1.2 design task
this competition will be conducted in two phases:
1.overall design
2.detailed design
（1）總體設計
總體設計范圍為瑤臺片區，其為廣州火車站片區的重要組成部分，位于越秀區西北片，與白云區、荔灣區交界，設計范圍為瑤臺城中村改造范圍，約104公頃，具體見圖1?？傮w規劃研究需涵蓋并不限于規劃定位、風貌控制、綜合交通、生態保護和韌性城市、文化保護五部分內容，并結合實際情況進行系統性研究。
(1) overall design
scope:the overall design area covers the yaotai sub–district. yaotai is an important component of the guangzhou railway station area, located in the northwest of yuexiu district, bordering baiyun district and liwan district. the design boundary corresponds to the yaotai urban village renovation area, approximately 104 hectares (see figure 1).
content and requirements:the overall planning study must include—but is not limited to—the following five aspects:
planning orientation
urban form control
integrated transportation
ecological protection & resilient city
cultural conservation
in each part, teams should conduct a systematic analysis based on local conditions, tie in with higher–level spatial plans (e.g., national territorial spatial planning), and propose a forward–looking, feasible strategy.

（2）詳細設計
在總體設計基礎上，結合地塊實際條件，開展建筑組團與空間形態設計以及建筑概念設計等專項研究工作，重點推進完整社區、社區綜合體的建設，提出具有系統性和可行性的設計方案。同時應落實“四好”建設，長效運營與精細化治理的相關設計指引。詳細設計范圍約41公頃，為小瑤臺村及景泰涌沿線，具體見圖2。
(2) detailed design
scope:approximately 41 hectares, covering little yaotai village and the length of jingtai creek (see figure 2).
based on their overall design, and aligned with actual site conditions, participants should:
research on building cluster and spatial form design as well as conceptual architecture design.
promote the creation of a complete community and community complex.
propose a systematic, feasible design scheme for implementation.
incorporate the“four goods” principles.
guidelines for long–term operation and refined governance.

三、登記要求
iii. registration requirements
3.1本次競賽不設資質要求，采用公開登記的方式，國內外具有豐富城市設計、建筑設計、產業定位咨詢經驗的機構、團隊均可報名參賽。不接受個人及個人組合報名，允許聯合體形式參加，以聯合體參與的參賽機構成員不得超過3家，且需明確牽頭單位。
3.1eligibility & registration method
this competition requires no formal qualification certificate—this is an open call. domestic and international institutions or teams with proven expertise in urban design, architectural design, and/or industrial positioning consulting may apply. individual professionals or loose individual groupings are not accepted. joint ventures of up to 3 firms permitted but must designate one lead institution.
3.2參賽機構（聯合體）必須具有合法注冊且處于有效期內的營業執照或合法證明。法定代表人為同一人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。
3.2legality & business license
each applying institution (or each member of a joint venture) must hold a valid, legally registered business license (or equivalent). institutions that share the same legal representative, or which are parent/subsidiaries, maynotenter separately.
3.3參賽機構（聯合體）及相關設計團隊需具備以下同類型項目設計經驗其中一項：
·具有國內一線城市或國際知名大都市重點片區（規模大于2平方公里，業態復合高密度片區）的城市設計經驗；
·具有產業定位策劃及商業辦公等綜合業態定位策劃經驗，且具有實際落地案例。
·具有城市濱水重點地段標志性建筑、公共空間等相關設計經驗。
3.3 required experience (satisfying at least one)
urban design for key districts in first–tier or internationally renowned metropolises
scope:≥ 2 km2, high-density, mixed-use areas
industrial positioning & mixed–use commercial/office planning
must have at least one actual, implemented case
design experience for iconic buildings or public spaces
specifically in key waterfront areas of a city
四、競賽規則
iv. competition rules
4.1競賽階段
第一階段為遴選；第二階段為方案評審。
4.1 competition phases

4.2第一階段-遴選
******委員會對參賽機構的履歷、行業聲譽、相關業績和經驗、獲獎情況、概念提案等進行綜合評審，評選出5家入圍設計機構（無排序）進入第二階段（方案評審），同時選出2家備選設計機構（須排序），如入圍的設計機構在第二階段方案評審期間提出退出申請，則備選設計機構依序替補。以上入圍設計機構名單將予以公告。
遴選登記文件內容須按以下順序進行編輯，并制作目錄：
4.2 phase 1– preliminary selection
a selection committee will review each applicant’s credentials, reputation, past achievements, awards, and concept proposal.
outcome:
5 design institutions(unranked) will be shortlisted to phase 2.
2 backup institutions(ranked)—only used if any of the 5 withdraw.
official shortlist announcement will be made after finalizing phase 1.
1.概念提案
概念提案應以a4規格按順序編排，橫版，總頁數不超過15頁（頁數限制不含封面封底扉頁和目錄）。概念提案可采用多種形式表達設計構思與想法，獨立成章，圖文混排，需體現設計團隊對本競賽項目的理解。主要內容包括：
(1)針對片區研究范圍，基于對區域發展條件和未來發展趨勢的分析，初步研判提出片區發展的整體定位及產業功能。
(2)提出片區重點解決問題，提出解決思路、方法或可借鑒模式及初步的設計理念，不需提供具體設計方案。
(3)制定技術路線，對競賽最終成果構成進行預設，同時提出合理的團隊及工作組織安排建議。
phase 1 submission requirements:
all documents should be compiled in the order below, with a table of contents:
concept proposal (up to 15 pages not including front, back cover, and table of contents; a4 size; landscape orientation)
concept proposal can consist of text and images illustrating the team’s understanding of the project. must reflect:
analysis of local conditions and future trends. preliminary analysis of the overall positioning and industrial functions of the area's development.
key issues to be addressed and proposed solutions/methods. preliminary design ideas. (no detailed drawings needed at this stage.)
a technical roadmap for final competition deliverables, plus a sketch of team structure & work organization.
2.登記設計單位基本情況表及有關資質的復印件：登記設計單位基本情況表原件，加蓋公章和法人簽字或者蓋章，聯合體報名的需加蓋聯合體所有成員單位公章和法人簽字或者蓋章。企業相關資質證明文件復印件（如有）：加蓋公章。聯合體各方均可提供，加蓋所對應的公司公章。有效的營業執照（或商業登記證明或事業法人登記證）復印件：加蓋公章。聯合體各方均需提供，加蓋所對應的公司公章。

8.聯合體協議書（如有）：聯合體報名的必須提供原件，并明確牽頭單位，以及方案評審階段中聯合體各方的權益份額及工作內容。加蓋聯合體所有成員單位公章和法人簽字。

12.參賽機構項目業績：參賽機構（含聯合體）應具備本項目《競賽公告》“三、報名要求”中“3.3”的相關項目經驗。業績應充分體現參賽機構的設計水平、創意能力。需提供契合本項目要求的經驗業績證明，每種類型項目業績數量不超過3項，超過3項的，只取前3項。若同一項目業績滿足公告文件中兩種及以上類型項目經驗要求的，則該項目業績可重復作為相應類型的業績予以認定。
參賽機構項目設計經驗業績：
1）項目名稱、地點、規模、甲方信息、設計時間、設計內容，以及包含以上信息及簽訂時間、簽字頁的設計合同關鍵頁掃描件；
2）項目實施情況說明，附建成照片或主要效果圖（如項目在建），策劃類項目說明產業實際招商情況、運營效果；
3）上述業績所獲獎項證明。

as per iii. registration requirement in this document, participating firms (or consortium) should demonstrate relevant design and creative abilities. provide up to 3 entries of relevant design experience. only the first 3 entries will be considered if submission contains more than 3 entries.if a project satisfies multiple categories, it may becounted in each.
for each project:
name, location, scale, client, design period, design scope, and scanned contract key pages (including sign–off pages).
implementation status: photos (or renderings if under construction). for planning–type projects, show actual marketing & operations results.
any awards received for these projects.
13.領銜設計師（限1人）情況及業績表：優先提供符合本項目《競賽公告》“三、報名要求”中“3.3”類型項目的領銜設計師的業績證明，或提供參賽機構認為契合本次競賽項目類型需求的業績證明，領銜設計師每種項目類型的業績數量不超過3項，超過3項的，只取前3項。
領銜設計師的業績材料：
1）項目名稱、地點、規模、甲方信息、設計時間、設計內容、領銜設計師簽名頁（如有）；
2）項目實施情況說明，附建成照片或主要效果圖（如項目在建），產業策劃類項目說明產業實際招商情況、運營效果；
3）個人所獲國家、國際、省、市級獎項，以及近三年在國內一線及以外城市設計競賽中獲得一等獎等情況。

the individual’s national, international, provincial, and municipal awards, as well as first place prizes won in urban design competitions in first-tier cities in china and abroad in the past three years.
14.設計機構認為有幫助的其他資料。
supplementary materials that the design firm deems helpful.
4.3第二階段-方案評審
承辦單位與入圍遞交《參賽確認函》的參賽機構簽訂參賽協議、保密協議后，將提供詳細的《設計任務書》及相關設計基礎資料，組織項目宣講會及踏勘現場。入圍設計機構須派領銜設計師及主要團隊成員參加。入圍設計機構按相關規定及《設計任務書》要求遞交設計成果文件。每個設計機構（聯合體）僅可遞交一個方案。遞交的設計文件須符合《設計任務書》中所規定的格式、數量和深度要求。設計機構所遞交的文本、圖紙展板、電子文件等設計文件須密封包裝。
4.3 phase 2– proposal review
after shortlisted firms submit a“confirmation of participation” (and sign the participation & confidentiality agreements), the organizer will distribute the detailed “design brief” and all related information, then organize project briefing and conduct site visit. the shortlisted firm will submit their design documents in accordance with the “design brief”. one proposal per shortlisted institution (or joint venture). the design documents submitted must satisfy the format, quantity, and depth requirement outlined in the “design brief”. all deliverables (hardcopy, electronic files, texts, drawings) must be sealed.

an expert review committee will assess each submission. the lead designer must present the proposal and answer questions from the committee (details will be announced later). any disputes or issues will be resolved by committee discussion.
方案評審階段設計成果包括總體設計與詳細設計兩個部分：

（1）總體規劃
總體規劃研究需充分考慮廣州火車站片區-瑤臺城中村的自身條件與規劃特色，包括但不僅限于以下內容：
overall planning
the overall planning study needs to fully consider the conditions and planning characteristics of the guangzhou railway station - yaotai urban village area, including but not limited to the following:
planning orientation:
規劃定位：和上位相關規劃（國土空間規劃等）銜接，提出具有前瞻性的規劃發展戰略及合理的規劃目標定位，并提出合理的產業發展方向。
align with higher–level plans (e.g., national territorial spatial plan).
propose a forward–looking, feasible strategic vision & objectives, and corresponding industrial development directions.
風貌控制：充分考慮空間序列與節點組織，通過空間軸線串聯重要節點，形成有節奏的空間序列變化，并充分考慮天際線與視廊的控制，形成高低錯落、主從有序，帶韻律感的城市天際線，并保留重要觀景點到城市核心區的視線通廊。
urban form control:
analyze spatial sequences & node organization—use spatial axes to connect key nodes, creating rhythmic urban sequences.
control skyline & corridors—ensure a dynamic skyline, preserve key vantage points and sightlines toward the city core.
綜合交通：合理規劃綜合交通，布局交通設施，并提出合理的慢行系統規劃方案。
integrated transportation:
rational layout of transportation facilities.
propose a complete pedestrian/cycling/public transportation system.
生態保護和韌性城市：綠地系統、河涌水系規劃合理，構建完善的藍綠空間，并從海綿城市建設、基礎設施完善、防洪防澇控制等方面合理提出韌性城市建設內容。
ecological protection & resilience:
plan green spaces & water systems to form a coherent blue–green network.
incorporate sponge-city elements, infrastructure upgrades, flood control & drainage.
文化保護：提出合理的歷史文化遺產和古樹名木等資源保護與活化利用方案，提出合理的活化利用方式，體現老城市新活力。
cultural conservation:
identify and protect historical/cultural heritage (incl. ancient trees), propose activation & adaptive reuse strategies—reflecting“old city, new vitality.”
2）重點詳細設計及概念建筑設計
參賽單位需圍繞設計理念及地塊實際情況，開展地塊層面的詳細設計工作，統籌提出面向實施的“場地+交通+市政”的一體化設計方案，具體設計要求如下：
key detailed design & conceptual architectural design
participating firms need to carry out detailed design work at the plot level based on the design concept and the actual situation of the plot. comprehensively propose an integrated design plan of "site + transportation + municipal administration" for implementation. the specific design requirements are as follows:
******居住等主要功能的建筑布局，優化建筑組團關系，塑造合理有序的空間形態。注重地面與空中空間的立體化利用，提出多層次、立體化、系統性的聯動統籌方案。
detailed design:
under principles of mixed functions & dynamic vitality, refine land-use allocations for commercial, business, residential, etc.
optimize building grouping & spatial form.
leverage both ground plane & overhead space—propose multi-level, integrated solutions.
概念建筑設計：應包括但不限于建筑體量控制、平面布局組織、建筑風格引導、屋頂立面（第五立面）設計、底層開放空間塑造、建筑色彩體系以及夜間照明設計指引等內容，營造富有特色和宜人尺度的建筑概念設計方案，達到建筑設計方案深度，提供修規深度總平面等技術圖紙，以及建筑的平面、立面設計圖紙，指導下階段方案深化與建筑初步設計工作開展。
conceptual architectural design:

完整社區與社區綜合體：重點地塊需提出符合完整社區規劃理念的設計方案。包括基本公共服務設計完善、便民商業服務設施健全、市政配套基礎設施完備、公共活動空間充足、物業管理全覆蓋、社區管理機制健全等要點；需重點考慮社區綜合體建設，集中化集約化布置社區服務設施，為市民提供衛文體商等多功能、全齡段、全天候服務。
complete community & community complex:
for key plots, propose solutions that satisfy the“complete community planning” paradigm:
essential public services improvement.
convenient commercial services.
robust municipal infrastructure.
sufficient public activity spaces.
comprehensive property management & governance.
emphasize the building of acommunity complex—a centralized, integrated arrangement of community services that provides multi–function, all–age, around-the-clock services.
“四好”建設與可持續運營：概念方案應落實貫徹“人民城市為人民”理念，目標實現“好房子、好小區、好社區、好城區” 四好建設，結合城中村改造實際，從市政設施統籌規劃、“平急”兩用功能轉換、裝配式建筑推廣、綠色建筑建設、建筑廢棄物資源化利用、城中村改造與保障性住房協同規劃等方面提出具體設計策略，全面提升空間品質與可持續發展水平。
“four goods” construction & sustainable operations
the conceptual proposal should implement the "the people's city is for the people" ideology. aiming to achieve the “four goods” of “good housing, good neighborhood, good community, good district.” specific design strategies are proposed from the aspects of coordinated planning of municipal facilities, conversion of "normal" and "emergency" dual-use functions, promotion of prefabricated buildings, green building construction, resource utilization of construction waste, urban village renovation and coordinated planning of affordable housing, to comprehensively improve the spatial quality and sustainable development level.
以上方案，應從公眾參與、社區治理與經濟活化三方面系統構建長效運營機制，落實精細化治理要求。通過多元參與渠道提升公眾協同，推動基層共建共治共享，結合市場導向引入優質產業與服務資源，激發區域內生經濟與社區活力，實現城中村改造的可持續發展。
provide detailed design strategies to elevate spatial quality & long–term sustainability. develop a sustainable operational framework focused on public participation, community governance, and economic activation. enhance public collaboration through diversified participation channels, promote co-construction, co-governance and sharing at the grassroots level, introduce high-quality industries and service resources in line with market orientation, stimulate regional endogenous economy and community vitality, and achieve sustainable development of urban village transformation.

4.5無效遴選登記及方案評審成果
******委員會成員認為有下列情況之一的，將被視為無效：
a.遴選登記或方案評審成果逾期送達；
b.遴選登記或方案評審成果遞交后，更改文件相應內容；
c.遴選登記或方案評審成果文件正本沒有按要求簽字、蓋章，聯合體報名的，未提供《聯合體協議書》；
******委員會成員認定。
4.5 invalid submissions & review outcomes
invalid preliminary or proposal submissions(if ≥ 2/3 of the committee agrees on any of the conditions below is met):
a. late delivery.
b. alteration of documents after submission.
c. missing signatures, stamps or missing joint venture agreement for joint ventures.
d. other conditions deemed invalid by the committee.
******委員會半數及以上評委認定有下列情況之一的，將被視為無效：
a.方案評審成果不符合《設計任務書》要求，包括成果內容不全的情況；
b.方案評審成果非原創、已經發表過、與其它設計方案雷同的；
c.方案評審成果范圍及深度未達到《設計任務書》要求的。
invalid proposal submissions(if ≥ 50% of the review committee agrees on any of the conditions below is met):
a. non-compliance with the detailed brief (missing or incomplete deliverables).
b. non-original (published or identical to existing proposals).
c. submission scope or depth insufficient per the detailed brief.
3.無效方案評審成果由參賽機構在收到通知后的7日內取回，承辦單位不予支付任何獎金，逾期未取的無效方案評審成果，由承辦單位作報廢處理。
retrieval of invalid submissions:
participants should retrieve invalid phase 2 deliverables within 7 days of notification. the organizer will destroy them if they remain uncollected. no prizes will be awarded for invalid submissions.
4.出現以下情形之一的，承辦單位有權否決全部方案競賽，終止項目服務活動：
a.符合條件的參賽機構或作出實質響應并提交方案評審成果的參賽機構不足三家（已遞交《參賽確認函》的參賽機構中途退出或最終放棄參與、且承辦單位已決議不再中途增加替補設計機構的情形除外）；
b.方案競賽任務因不可抗力取消；
c.出現影響方案競賽公平、公正的違法、違規行為；
d.其他承辦單位認為需要否決或終止的情況。
cancellation of the entire competition
the organizer may cancel the competition if one of the following scenarios occurs:
a.fewer than three valid participants remain (excluding the scenario where a participant withdraws after submitting confirmation of participation, and the organizer decides not to add backup participants).
b.competition is canceled due to force majeure.
c.unlawful or unfair behavior is found.
d.other reasons deemed necessary by the organizer.
五、競賽獎金
5.1獎金
******委員會對提交的設計方案進行評審及排名，參賽機構（聯合體視為一家參賽機構）將獲得獎金如下
一等獎1名，220萬元，頒發獲獎證書。
二等獎1名，100萬元，頒發獲獎證書。
三等獎1名，60萬元，頒發獲獎證書。
v. competition prizes
5.1 prize breakdown
the review committee will rank the submitted proposals. participating firms (joint ventures will be considered as one entity) will receive:
first prize (1 winner):rmb 2,200,000 + certificate
second prize (1 winner):rmb 1,000,000 + certificate
third prize (1 winner):rmb 600,000 + certificate
由承辦方委托的技術服務單位整合深化，形成整體策劃和綜合設計最終成果。承辦方后續將組織不超過2次工作方案研討會，3家獲獎機構需派領銜設計人員參加。
the organizer’s commissioned technical service unit will consolidate and refine the winning proposals into a single overall plan. the organizer will hold up to 2 meetings on discussing the plan implementation, and all three winning institutions must send their lead designers.
5.2支付方式
本次競賽的獎金以人民幣支付, 收款主體須為境內設計機構（須滿足國內的納稅主體要求），提供符合承辦單位要求的中國國內完稅專用發票。所獲競賽獎勵費用產生的任何稅費由參賽設計機構自理，相關費用在各階段結果確認后支付。
若支付對象是聯合體的，承辦單位向聯合體協議書確定的收款單位賬號支付。
5.2 payment method
prizes are paid in rmb. the payee must be a chinese domestic design institution (satisfying chinese domestic tax subject requirements). payee should be able to issue a valid chinese tax invoice to the organizer.
all taxes and fees arising from prize payments are borne by the recipient.
payment occurs after each phase’s results are confirmed.
for joint ventures, payment will be made to the bank account designated by the joint venture agreement.
5.3其他
1．參賽機構在競賽期間的一切安全責任、費用(含差旅住宿費)均由參賽機構自理。
2.若參賽機構遞交的方案評審成果存在本規則第四條第5款規定的無效情形，或承辦單位否決全部方案競賽、終止項目服務活動的，承辦單位有權不支付任何競賽獎勵費用。期間產生的費用均由參賽機構自行承擔。
5.3 other provisions
all expenses (travel, accommodation, etc.) incurred during the competition are borne by participants.
if a submission is invalid per section 4.5, or if the organizer terminates the competition, no prize payments will be made. participants will bear all costs incurred during the competition.
六、遴選登記文件編制
vi. preparation of phase 1 registration documents
6.1語言
遴選登記文件內容如為非中文的需同時提供中文翻譯,相關證明文件需翻譯關鍵信息。若中文及外語表達出現不一致的情況，以中文為準。
6.1 language
if original documents are not in chinese, please also provide chinese translated copies. for any discrepancies between the original and the chinese version, the chinese version will be used as the reference.
6.2蓋章要求
1.以聯合體形式參賽的:
a.《設計競賽登記單位聲明函》、《保密責任書》和《聯合體協議書》需聯合體所有成員簽字蓋章。
b.所提供的各類證明材料復印件，聯合體各方應在各自的證明材料復印件上加蓋公章;
c.其余文件均可由聯合體牽頭單位蓋章;
2登記文件的正本需按照上述要求蓋章，每頁加蓋公章或加蓋騎縫章。
3.所有要求蓋章、簽字處均接受公章、電子簽章、電子簽名。
6.2 stamping requirements
joint ventures:
“declaration letter,” “confidentiality letter,” and “joint venture agreement” must be stamped by all members of the consortium.
all qualification and identification document copies must be stamped by their respective institution.
other documents may be stamped by the lead institution.
each page of the original registration documents must be stamped according to the requirements thereof, or bear paging seal.
electronic signatures, e-seals, or traditional stamps are accepted.
6.3遴選登記文件編制規格及數量

1.書面文件
1套正本及7套副本，正本文件需滿足遴選登記文件的蓋章要求，接受電子章及公章。副本文件不要求公章及簽名原件，可為正本的彩色復印件。設計機構需確保副本與正本內容完全一致，如出現不一致時，以正本為準。
登記文件 ，a4規格(210mmx297mm)，豎版(除概念提案外)，需列目錄，自行編制封面、封底及扉頁。正本需按照上述要求蓋章，每頁加蓋公章或加蓋騎縫章(聯合體由牽頭單位蓋章)。封面需標注“越秀區瑤臺城中村改造項目綜合國際設計競賽遴選登記文件”及參賽團隊名稱，頁數不限，雙面彩色打印，簡裝，推薦膠裝，軟皮封面?！秴①悪C構情況匯總一覽表》用a3規格(297mmx420mm)，橫版。
6.3document format & quantity
1.written documents:
1 original and 7 copies. the original must satisfy the preliminary registration requirements for stamping. the copies do not require stamping or signature, can be colored copy of the original. the participants are the ensure that the original and the copies are consistent. the original will be used as the reference for any discrepancies.
registration documents should be in a4 size (210× 297 mm), portrait orientation (excluding the concept proposal). must include a table of contents, cover page, back cover, and title page. every page should be stamped or bear paging seal (stamped by lead institute if in joint venture). the cover should be labeled with “registration document for the comprehensive international design competition of yaotai urban village regeneration in yuexiu district” and the participating team’s name. no page limit. color print, double-sided, perfect binding and soft cover is recommended.

2.電子文件
電子文件以 u 盤形式遞交，一式一份。參賽單位需確保電子文件與書面文件內容完全一致，如出現不一致時，以書面文件為準。
遴選登記文件，提供可編輯 doc 格式文件及 pdf 格式2個文件，pdf文件為正本蓋章掃描件。

6.4封裝要求
遴選登記文件（含書面文件和電子文件）分別獨立包裝后，封裝在一個大包裝盒中。避免多層過度包裝。
最外包裝需密封，最外層密封袋或密封盒上需標注“越秀區瑤臺城中村改造項目綜合國際設計競賽遴選登記文件”及“參賽團隊名稱”.
最外層密封袋的封口處應加蓋設計機構公章或電子簽章(或張貼蓋公章或電子簽章的封條)。聯合體參賽的，最外包裝袋上需寫明所有聯合體成員單位名稱，由聯合體牽頭單位在密封口處蓋公章或電子簽章(或張貼蓋公章或電子簽章的封條)。
6.4 packaging requirements
package the written documents and electronic documents separately; then place both into one large, sealed box. avoid over packaging.
seal the outermost package. label the outer packaging with“registration document for the comprehensive international design competition of yaotai urban village regeneration in yuexiu district” and the participating team’s name.
the outermost package must be stamped by the design firm (or post an official seal or electronic signature). for joint ventures, list all member names and have the lead institution stamp the outermost package (or post an official seal or electronic signature).

七、保密條款
vii. confidentiality clauses
公開發布信息后，直到競賽工作完成為止，凡屬于對《設計任務書》的審查澄清、評價和比較的有關資料以及入圍或獲獎的推薦情況、與評審有關的其他任何情況均應嚴格保密:任何有關的信息和資料均不得向參賽機構或上述工作無關的人員泄露。
after the information is publicly released, until the completion of the competition, all relevant information related to the review, clarification, evaluation and comparison of the design brief, as well as the recommendations for the finalists or winners, and any other circumstances related to the review shall be kept strictly confidential: any relevant information and materials shall not be disclosed to the participating organizations or personnel not related to the above work.

this competition and its related documents are governed by the relevant laws of the people’s republic of china.
九、知識產權
ix. intellectual property
由承辦單位提供的資料、軟件和其他物品，其所有權(包括版權)等合法權益歸承辦單位所有。未經承辦單位書面同意，參賽機構不得擅自使用或交由任何第三方使用前述資料、軟件和其他物品，否則，參賽機構應承擔由此產生的所有責任并賠償承辦單位因此遭受的所有損失。
all materials, software, and other items provided by the organizer remain the organizer’s sole property (including copyright).
participants may not use or share them to any third party without prior written consent.
participants will be subjected to compensating for all resulting liabilities and damages from unauthorized use or distribution.
參賽機構保證遞交給承辦單位的策劃設計圖紙、相關文件、資料、方案等項目成果以及實現該成果所使用的必要方法不侵犯承辦單位和任何第三方的合法權益(包括但不限于專利權、商標、著作權、廠商標識、服務標記、商業秘密、公民的肖像權等)，否則，參賽機構應承擔由此產生的所有責任并賠償承辦單位因此遭受的所有損失。
participants must guarantee that all submitted planning diagrams, documents, designs, and methods used to develop them do not infringe upon any third party’s or the organizer’s legal rights (e.g., patents, trademarks, copyrights, trade secrets, personal likeness, etc.). if infringement occurs, the participant is responsible for all liabilities and must compensate the organizer for any losses.
主辦及承辦單位享有參賽機構參加本方案競賽活動的設計成果的版權，未經主辦及承辦單位同意，參賽機構不得將獲獎方案用于其他項目。
the organizer reserves copyright ownership of all design outputs. without prior consent, participants may not use the winning schemes for other projects.

the organizer has the unrestricted, royalty-free right to publish, present, or promote the design results (e.g., through media, magazines, books, exhibitions, or other forms).
十、爭議解決

十一、不正當競爭與紀律監督
xi. unfair competition & supervisory discipline
嚴禁設計機構向參與方案評審的有關人員行賄,使其泄露一切與方案評審工作相關的信息。
it is strictly forbidden for any design institution to bribe or attempt to bribe anyone involved in the scheme review process, or to obtain any confidential information from the review committee.
設計機構在本次國際設計競賽過程中嚴禁互相串通、結盟，損害本次競賽的公正性，或以任何方式影響其他設計機構參與正當本次國際設計競賽。
design institutions must not collude with or form alliances against other participants in any way that undermines fairness, nor should they influence the participation of other firms in the competition.
如發現設計機構有上述不正當競爭行為，取消其參賽資格或入圍資格，并追究相應的法律責任。
if any design institution is found to engage in the above–named illicit behavior, their qualification will be revoked, and legal consequences will follow.
十二、計量單位

除國家相關標準及公告和設計任務書中的技術要求另有規定外，成果文件使用的度量單位，均采用中華人民共和國法定計量單位。

一、項目概況
i. project overview
1.1項目背景
深入貫徹落實黨中央、國務院關于推進城中村改造的重要決策部署以及市委、市政府的工作要求，根據廣州市城中村改造建設指揮部《關于開展廣州市城中村改造綜合設計競賽助推城市品質提升的工作方案》及《廣州市城中村改造綜合設計競賽市級優選工作細則（征求意見稿）》，擬定越秀區瑤臺村城中村改造綜合設計競賽工作方案。
1.1 project background
in order to thoroughly implement the party central committee’s and the state council’s important directives on advancing urban village regeneration, as well as the municipal committee’s and municipal government’s related requirements, and following theplan on launching a comprehensive design competition for urban village reconstruction in guangzhou to boost urban quality improvementand theguangzhou city village renovation comprehensive design competition municipal selection rules (draft for comments),thework plan for the comprehensive design competition for the renovation of yaotai village in yuexiu districthas been drafted.
1.2設計任務
本次競賽兩個層次展開，一是總體設計，二是詳細設計。
1.2 design task
this competition will be conducted in two phases:
1.overall design
2.detailed design
（1）總體設計
總體設計范圍為瑤臺片區，其為廣州火車站片區的重要組成部分，位于越秀區西北片，與白云區、荔灣區交界，設計范圍為瑤臺城中村改造范圍，約104公頃，具體見圖1?？傮w規劃研究需涵蓋并不限于規劃定位、風貌控制、綜合交通、生態保護和韌性城市、文化保護五部分內容，并結合實際情況進行系統性研究。
(1) overall design
scope:the overall design area covers the yaotai sub–district. yaotai is an important component of the guangzhou railway station area, located in the northwest of yuexiu district, bordering baiyun district and liwan district. the design boundary corresponds to the yaotai urban village renovation area, approximately 104 hectares (see figure 1).
content and requirements:the overall planning study must include—but is not limited to—the following five aspects:
planning orientation
urban form control
integrated transportation
ecological protection & resilient city
cultural conservation
in each part, teams should conduct a systematic analysis based on local conditions, tie in with higher–level spatial plans (e.g., national territorial spatial planning), and propose a forward–looking, feasible strategy.

（2）詳細設計
在總體設計基礎上，結合地塊實際條件，開展建筑組團與空間形態設計以及建筑概念設計等專項研究工作，重點推進完整社區、社區綜合體的建設，提出具有系統性和可行性的設計方案。同時應落實“四好”建設，長效運營與精細化治理的相關設計指引。詳細設計范圍約41公頃，為小瑤臺村及景泰涌沿線，具體見圖2。
(2) detailed design
scope:approximately 41 hectares, covering little yaotai village and the length of jingtai creek (see figure 2).
based on their overall design, and aligned with actual site conditions, participants should:
research on building cluster and spatial form design as well as conceptual architecture design.

三、登記要求

3.1本次競賽不設資質要求，采用公開登記的方式，國內外具有豐富城市設計、建筑設計、產業定位咨詢經驗的機構、團隊均可報名參賽。不接受個人及個人組合報名，允許聯合體形式參加，以聯合體參與的參賽機構成員不得超過3家，且需明確牽頭單位。
3.1eligibility & registration method
this competition requires no formal qualification certificate—this is an open call. domestic and international institutions or teams with proven expertise in urban design, architectural design, and/or industrial positioning consulting may apply. individual professionals or loose individual groupings are not accepted. joint ventures of up to 3 firms permitted but must designate one lead institution.
3.2參賽機構（聯合體）必須具有合法注冊且處于有效期內的營業執照或合法證明。法定代表人為同一人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。
3.2legality & business license

·具有國內一線城市或國際知名大都市重點片區（規模大于2平方公里，業態復合高密度片區）的城市設計經驗；
·具有產業定位策劃及商業辦公等綜合業態定位策劃經驗，且具有實際落地案例。
·具有城市濱水重點地段標志性建筑、公共空間等相關設計經驗。
3.3 required experience (satisfying at least one)
urban design for key districts in first–tier or internationally renowned metropolises

industrial positioning & mixed–use commercial/office planning

******委員會對參賽機構的履歷、行業聲譽、相關業績和經驗、獲獎情況、概念提案等進行綜合評審，評選出5家入圍設計機構（無排序）進入第二階段（方案評審），同時選出2家備選設計機構（須排序），如入圍的設計機構在第二階段方案評審期間提出退出申請，則備選設計機構依序替補。以上入圍設計機構名單將予以公告。

1.概念提案
概念提案應以a4規格按順序編排，橫版，總頁數不超過15頁（頁數限制不含封面封底扉頁和目錄）。概念提案可采用多種形式表達設計構思與想法，獨立成章，圖文混排，需體現設計團隊對本競賽項目的理解。主要內容包括：
(1)針對片區研究范圍，基于對區域發展條件和未來發展趨勢的分析，初步研判提出片區發展的整體定位及產業功能。
(2)提出片區重點解決問題，提出解決思路、方法或可借鑒模式及初步的設計理念，不需提供具體設計方案。
(3)制定技術路線，對競賽最終成果構成進行預設，同時提出合理的團隊及工作組織安排建議。

4.3第二階段-方案評審
承辦單位與入圍遞交《參賽確認函》的參賽機構簽訂參賽協議、保密協議后，將提供詳細的《設計任務書》及相關設計基礎資料，組織項目宣講會及踏勘現場。入圍設計機構須派領銜設計師及主要團隊成員參加。入圍設計機構按相關規定及《設計任務書》要求遞交設計成果文件。每個設計機構（聯合體）僅可遞交一個方案。遞交的設計文件須符合《設計任務書》中所規定的格式、數量和深度要求。設計機構所遞交的文本、圖紙展板、電子文件等設計文件須密封包裝。
4.3 phase 2– proposal review
after shortlisted firms submit a“confirmation of participation” (and sign the participation & confidentiality agreements), the organizer will distribute the detailed “design brief” and all related information, then organize project briefing and conduct site visit. the shortlisted firm will submit their design documents in accordance with the “design brief”. one proposal per shortlisted institution (or joint venture). the design documents submitted must satisfy the format, quantity, and depth requirement outlined in the “design brief”. all deliverables (hardcopy, electronic files, texts, drawings) must be sealed.

參賽單位需圍繞設計理念及地塊實際情況，開展地塊層面的詳細設計工作，統籌提出面向實施的“場地+交通+市政”的一體化設計方案，具體設計要求如下：

4.5無效遴選登記及方案評審成果
******委員會成員認為有下列情況之一的，將被視為無效：
a.遴選登記或方案評審成果逾期送達；
b.遴選登記或方案評審成果遞交后，更改文件相應內容；
c.遴選登記或方案評審成果文件正本沒有按要求簽字、蓋章，聯合體報名的，未提供《聯合體協議書》；

4.5 invalid submissions & review outcomes
invalid preliminary or proposal submissions(if ≥ 2/3 of the committee agrees on any of the conditions below is met):
a. late delivery.
b. alteration of documents after submission.
c. missing signatures, stamps or missing joint venture agreement for joint ventures.
d. other conditions deemed invalid by the committee.
******委員會半數及以上評委認定有下列情況之一的，將被視為無效：
a.方案評審成果不符合《設計任務書》要求，包括成果內容不全的情況；
b.方案評審成果非原創、已經發表過、與其它設計方案雷同的；
c.方案評審成果范圍及深度未達到《設計任務書》要求的。
invalid proposal submissions(if ≥ 50% of the review committee agrees on any of the conditions below is met):
a. non-compliance with the detailed brief (missing or incomplete deliverables).
b. non-original (published or identical to existing proposals).
c. submission scope or depth insufficient per the detailed brief.
3.無效方案評審成果由參賽機構在收到通知后的7日內取回，承辦單位不予支付任何獎金，逾期未取的無效方案評審成果，由承辦單位作報廢處理。
retrieval of invalid submissions:
participants should retrieve invalid phase 2 deliverables within 7 days of notification. the organizer will destroy them if they remain uncollected. no prizes will be awarded for invalid submissions.
4.出現以下情形之一的，承辦單位有權否決全部方案競賽，終止項目服務活動：
a.符合條件的參賽機構或作出實質響應并提交方案評審成果的參賽機構不足三家（已遞交《參賽確認函》的參賽機構中途退出或最終放棄參與、且承辦單位已決議不再中途增加替補設計機構的情形除外）；
b.方案競賽任務因不可抗力取消；
c.出現影響方案競賽公平、公正的違法、違規行為；
d.其他承辦單位認為需要否決或終止的情況。
cancellation of the entire competition
the organizer may cancel the competition if one of the following scenarios occurs:
a.fewer than three valid participants remain (excluding the scenario where a participant withdraws after submitting confirmation of participation, and the organizer decides not to add backup participants).
b.competition is canceled due to force majeure.
c.unlawful or unfair behavior is found.
d.other reasons deemed necessary by the organizer.
五、競賽獎金
5.1獎金
******委員會對提交的設計方案進行評審及排名，參賽機構（聯合體視為一家參賽機構）將獲得獎金如下
一等獎1名，220萬元，頒發獲獎證書。
二等獎1名，100萬元，頒發獲獎證書。
三等獎1名，60萬元，頒發獲獎證書。
v. competition prizes
5.1 prize breakdown
the review committee will rank the submitted proposals. participating firms (joint ventures will be considered as one entity) will receive:
first prize (1 winner):rmb 2,200,000 + certificate
second prize (1 winner):rmb 1,000,000 + certificate
third prize (1 winner):rmb 600,000 + certificate
由承辦方委托的技術服務單位整合深化，形成整體策劃和綜合設計最終成果。承辦方后續將組織不超過2次工作方案研討會，3家獲獎機構需派領銜設計人員參加。
the organizer’s commissioned technical service unit will consolidate and refine the winning proposals into a single overall plan. the organizer will hold up to 2 meetings on discussing the plan implementation, and all three winning institutions must send their lead designers.
5.2支付方式
本次競賽的獎金以人民幣支付, 收款主體須為境內設計機構（須滿足國內的納稅主體要求），提供符合承辦單位要求的中國國內完稅專用發票。所獲競賽獎勵費用產生的任何稅費由參賽設計機構自理，相關費用在各階段結果確認后支付。
若支付對象是聯合體的，承辦單位向聯合體協議書確定的收款單位賬號支付。
5.2 payment method
prizes are paid in rmb. the payee must be a chinese domestic design institution (satisfying chinese domestic tax subject requirements). payee should be able to issue a valid chinese tax invoice to the organizer.
all taxes and fees arising from prize payments are borne by the recipient.
payment occurs after each phase’s results are confirmed.
for joint ventures, payment will be made to the bank account designated by the joint venture agreement.
5.3其他
1．參賽機構在競賽期間的一切安全責任、費用(含差旅住宿費)均由參賽機構自理。
2.若參賽機構遞交的方案評審成果存在本規則第四條第5款規定的無效情形，或承辦單位否決全部方案競賽、終止項目服務活動的，承辦單位有權不支付任何競賽獎勵費用。期間產生的費用均由參賽機構自行承擔。
5.3 other provisions
all expenses (travel, accommodation, etc.) incurred during the competition are borne by participants.
if a submission is invalid per section 4.5, or if the organizer terminates the competition, no prize payments will be made. participants will bear all costs incurred during the competition.
六、遴選登記文件編制
vi. preparation of phase 1 registration documents
6.1語言
遴選登記文件內容如為非中文的需同時提供中文翻譯,相關證明文件需翻譯關鍵信息。若中文及外語表達出現不一致的情況，以中文為準。
6.1 language
if original documents are not in chinese, please also provide chinese translated copies. for any discrepancies between the original and the chinese version, the chinese version will be used as the reference.
6.2蓋章要求
1.以聯合體形式參賽的:
a.《設計競賽登記單位聲明函》、《保密責任書》和《聯合體協議書》需聯合體所有成員簽字蓋章。
b.所提供的各類證明材料復印件，聯合體各方應在各自的證明材料復印件上加蓋公章;
c.其余文件均可由聯合體牽頭單位蓋章;
2登記文件的正本需按照上述要求蓋章，每頁加蓋公章或加蓋騎縫章。
3.所有要求蓋章、簽字處均接受公章、電子簽章、電子簽名。
6.2 stamping requirements
joint ventures:
“declaration letter,” “confidentiality letter,” and “joint venture agreement” must be stamped by all members of the consortium.
all qualification and identification document copies must be stamped by their respective institution.
other documents may be stamped by the lead institution.

登記文件 ，a4規格(210mmx297mm)，豎版(除概念提案外)，需列目錄，自行編制封面、封底及扉頁。正本需按照上述要求蓋章，每頁加蓋公章或加蓋騎縫章(聯合體由牽頭單位蓋章)。封面需標注“越秀區瑤臺城中村改造項目綜合國際設計競賽遴選登記文件”及參賽團隊名稱，頁數不限，雙面彩色打印，簡裝，推薦膠裝，軟皮封面?！秴①悪C構情況匯總一覽表》用a3規格(297mmx420mm)，橫版。
6.3document format & quantity
1.written documents:
1 original and 7 copies. the original must satisfy the preliminary registration requirements for stamping. the copies do not require stamping or signature, can be colored copy of the original. the participants are the ensure that the original and the copies are consistent. the original will be used as the reference for any discrepancies.
registration documents should be in a4 size (210× 297 mm), portrait orientation (excluding the concept proposal). must include a table of contents, cover page, back cover, and title page. every page should be stamped or bear paging seal (stamped by lead institute if in joint venture). the cover should be labeled with “registration document for the comprehensive international design competition of yaotai urban village regeneration in yuexiu district” and the participating team’s name. no page limit. color print, double-sided, perfect binding and soft cover is recommended.

2.電子文件
電子文件以 u 盤形式遞交，一式一份。參賽單位需確保電子文件與書面文件內容完全一致，如出現不一致時，以書面文件為準。
遴選登記文件，提供可編輯 doc 格式文件及 pdf 格式2個文件，pdf文件為正本蓋章掃描件。

editable word or pdf documents for all preliminary submission material.
a pdf of the stamped, scanned originals (the“official version”).
the participants should ensure the electronic documents match the printed version. the printed version will be used as reference for any discrepancies.
6.4封裝要求
遴選登記文件（含書面文件和電子文件）分別獨立包裝后，封裝在一個大包裝盒中。避免多層過度包裝。
最外包裝需密封，最外層密封袋或密封盒上需標注“越秀區瑤臺城中村改造項目綜合國際設計競賽遴選登記文件”及“參賽團隊名稱”.
最外層密封袋的封口處應加蓋設計機構公章或電子簽章(或張貼蓋公章或電子簽章的封條)。聯合體參賽的，最外包裝袋上需寫明所有聯合體成員單位名稱，由聯合體牽頭單位在密封口處蓋公章或電子簽章(或張貼蓋公章或電子簽章的封條)。
6.4 packaging requirements
package the written documents and electronic documents separately; then place both into one large, sealed box. avoid over packaging.
seal the outermost package. label the outer packaging with“registration document for the comprehensive international design competition of yaotai urban village regeneration in yuexiu district” and the participating team’s name.
the outermost package must be stamped by the design firm (or post an official seal or electronic signature). for joint ventures, list all member names and have the lead institution stamp the outermost package (or post an official seal or electronic signature).
6.5登記方式

2.方案評審文件遞交
方案評審成果要求具體信息詳見后續《設計任務書》。方案評審階段，入圍設計機構需派領銜設計人員及主要團隊成員參加承辦單位組織的公眾參與（如有）、終期匯報等。具體的組織形式將另行通知。
2.phase 2 proposal review deliverables:
details will be provided in the“design brief” released later. in the proposal review phase, the shortlisted firms must send lead designer and key team members to attend any required public participation or final presentation sessions. detailed format will be announced later.
方案評審成果需按要求在2025年7月17日17：00（北京時間）前遞交到指定地點，如相關文件未在截止時間前到達指定地點，將不予接收。遞交地址以方案評審階段正式通知為準。
proposal review deliverables should be submitted before july 17th, 2025, 17:00 (beijing time) to the specified location. late materials will not be accepted. the delivery addressed will be posted during phase 2.
七、保密條款
vii. confidentiality clauses
公開發布信息后，直到競賽工作完成為止，凡屬于對《設計任務書》的審查澄清、評價和比較的有關資料以及入圍或獲獎的推薦情況、與評審有關的其他任何情況均應嚴格保密:任何有關的信息和資料均不得向參賽機構或上述工作無關的人員泄露。
after the information is publicly released, until the completion of the competition, all relevant information related to the review, clarification, evaluation and comparison of the design brief, as well as the recommendations for the finalists or winners, and any other circumstances related to the review shall be kept strictly confidential: any relevant information and materials shall not be disclosed to the participating organizations or personnel not related to the above work.
******委員會及相關單位在收到參賽機構遞交的成果文件后，應做好相應的保密工作。評審活動結束前任何人員或機構未經主辦及承辦單位或政府有關部門許可,都不得以任何方式披露、公開或展示成果文件,否則將追究其相關法律責任。
no party (including review committee members, organizer staff, or third parties) may disclose, reveal, or show any of the submitted materials, evaluation discussions, or other confidential documents without prior written consent from the sponsor, organizer, or relevant department of the government. violations of confidentiality will result in legal liability.
八、適用的法律
viii. applicable law
越秀區瑤臺城中村改造項目綜合國際設計競賽活動，包括該競賽活動本身及競賽活動的相關文件僅適用于中華人民共和國的相關法律。
this competition and its related documents are governed by the relevant laws of the people’s republic of china.
九、知識產權
ix. intellectual property
由承辦單位提供的資料、軟件和其他物品，其所有權(包括版權)等合法權益歸承辦單位所有。未經承辦單位書面同意，參賽機構不得擅自使用或交由任何第三方使用前述資料、軟件和其他物品，否則，參賽機構應承擔由此產生的所有責任并賠償承辦單位因此遭受的所有損失。
all materials, software, and other items provided by the organizer remain the organizer’s sole property (including copyright).
participants may not use or share them to any third party without prior written consent.
participants will be subjected to compensating for all resulting liabilities and damages from unauthorized use or distribution.
參賽機構保證遞交給承辦單位的策劃設計圖紙、相關文件、資料、方案等項目成果以及實現該成果所使用的必要方法不侵犯承辦單位和任何第三方的合法權益(包括但不限于專利權、商標、著作權、廠商標識、服務標記、商業秘密、公民的肖像權等)，否則，參賽機構應承擔由此產生的所有責任并賠償承辦單位因此遭受的所有損失。
participants must guarantee that all submitted planning diagrams, documents, designs, and methods used to develop them do not infringe upon any third party’s or the organizer’s legal rights (e.g., patents, trademarks, copyrights, trade secrets, personal likeness, etc.). if infringement occurs, the participant is responsible for all liabilities and must compensate the organizer for any losses.
主辦及承辦單位享有參賽機構參加本方案競賽活動的設計成果的版權，未經主辦及承辦單位同意，參賽機構不得將獲獎方案用于其他項目。
the organizer reserves copyright ownership of all design outputs. without prior consent, participants may not use the winning schemes for other projects.
主辦及承辦單位有權無償使用所有設計成果，包括在評審結束后公布評審成果，并通過傳媒、專業雜志、專業書刊或其他形式介紹、展示及評價設計成果。
the organizer has the unrestricted, royalty-free right to publish, present, or promote the design results (e.g., through media, magazines, books, exhibitions, or other forms).
十、爭議解決
x. dispute resolution
本國******法院起訴。
in case of any disputes regarding competition documents or contract performance, the parties should negotiate in good faith.
if negotiation fails, disputes shall be resolved by litigation in the yuexiu district people’s court, guangzhou.
十一、不正當競爭與紀律監督
xi. unfair competition & supervisory discipline
嚴禁設計機構向參與方案評審的有關人員行賄,使其泄露一切與方案評審工作相關的信息。
it is strictly forbidden for any design institution to bribe or attempt to bribe anyone involved in the scheme review process, or to obtain any confidential information from the review committee.
設計機構在本次國際設計競賽過程中嚴禁互相串通、結盟，損害本次競賽的公正性，或以任何方式影響其他設計機構參與正當本次國際設計競賽。
design institutions must not collude with or form alliances against other participants in any way that undermines fairness, nor should they influence the participation of other firms in the competition.
如發現設計機構有上述不正當競爭行為，取消其參賽資格或入圍資格，并追究相應的法律責任。
if any design institution is found to engage in the above–named illicit behavior, their qualification will be revoked, and legal consequences will follow.
十二、計量單位
xii. measurement units
除國家相關標準及公告和設計任務書中的技術要求另有規定外，成果文件使用的度量單位，均采用中華人民共和國法定計量單位。
unless otherwise specified by relevant national standards or in the design brief, all measurements must use the people’s republic of china’s legal units of measure.
十三、其他
xiii. miscellaneous

the organizer will not return any submitted materials—except invalid phase 2 submissions.

the contents of the design brief, clarification (q&a) minutes, and design brief modification (supplement) letters shall be based on the written contents. in case of conflict, the latest written version will be referenced.
主辦及承辦單位對本次競賽規則擁有最終解釋權，解釋語言以中文為準。
the sponsor & organizer reserve the final right of interpretation. the language of reference will be chinese.
