二、申請人的資格要求 2. Qualification Requirements for Bidder(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時小微企業均不執行價格折扣優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；
(b)Qualification requirements to be met to implement government procurement policies:?（1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at SMEs, no price discount preference will be given to SME products during evaluation.
（2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;
(c)本項目的特定資格要求：3.1 本項目面向中小企業（含中型、小型、微型企業）采購；
3.2 未被“信用中國”（******）、中國政府采購網（******）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
3.3 本項目不接受聯合體形式投標。
3.4 供應商單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一標段投標或者未劃分標段的同一招標項目投標。為采購項目提供整體設計、規范編制或者項目管理、監理、檢測等服務的供應商，不得再參加該采購項目的其他采購活動。
(c)Specific qualification requirements for this program:?3.1 This project is open to small and medium-sized enterprises (including medium, small and micro enterprises).
3.2 Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonest acts in government procurement by "Credit China" (******), China Government Procurement Network (******).
3.3 This project does not accept Joint Bids；
3.4 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract;Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
(i)符合《中華人民共和國政府采購法》第二十二條的規定；

六、其他補充事宜 6. Other Supplementary Matters ******財政局《關于上海市政府采購信息管理平臺招投標系統正式運行的通知》（滬財采[2014]27號）的規定，本項目招投標在上海政府采購網網上招投******財政局建設和維護。供應商的投標響應活動應當符合有關文件規定、符合該電子采購平臺的設置要求，如因供應商自身原因導致投標失敗，由供應商自行承擔相應責任與損失，采購人及采購代理機構不對此負責。
2、供應商須通過“信用中國”（供應商公司頁面）和“中國政府采購網”（“政府采購嚴重違法失信行為記錄名單”欄目）查詢供應商信用記錄。凡被列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單及其他不符合《中華人民共和國政府采購法》第二十二條規定條件的供應商，應當拒絕其參與政府采購活動。
