簡要規則描述：中國（上海）自貿區政務區塊鏈監管服務平******銀行以及區塊鏈基礎設施、應用服務器軟件、分布式元數據采集。為確保本項目各個平臺系統及產品軟件在可靠、高效、穩定的環境中運行，保障平臺的高可用性，提升系統的易用性，現擬通過公開的方式選取一家合格的供應商，通過基礎運維服務的有效管理提升用戶系統的服務效率，協調各業務應用系統的流程運作，改善采購人和使用單位的溝通和服務質量；規范和提高平臺的各項基礎維護工作，保障網絡、應用平臺的正常運行，確保各類原因對業務運行影響最小化、各類故障快速定位并解決、確保信息安全可控可查、不斷優化運行效率和性能。（具體詳見第三章采購需求書）。
